Eyewitness Investigation - Qualifications of NY Crane Inspectors

Following the fatal crane accident that killed seven people on Manhattan’s East Side, New York officials have taken steps to improve safety in the construction industry.  An ABC Eyewitness Report looked into whether or not officials really fixed the problem.

The crane accidents that occurred last year exposed corruption and understaffing inside New York City’s crane inspection unit.  Since the crane collapse, the city has hired more crane inspectors, but their qualifications have been questioned.  According to ABC, instead of hiring highly-experienced crane experts within the construction industry, the city filled the new positions from inside the building’s department.  The inspectors chosen have little crane experience.

Currently, there are forty tower cranes in New York City, which is 20 percent more than last year.  The city has taken measures to improve crane safety by performing comprehensive crane inspections, creating a tracking system for critical crane parts and increasing the amount of training for city crane inspectors.

The Department of Buildings is planning to rely on its specialized crane inspectors to enforce these new safety measures.  Following the crane accidents last year, the amount of inspectors more than doubled to eleven.  Each inspector has completed 170 hours of training for cranes and rigging.  However, five of the new inspectors come from other divisions within the department.  Some experts believe that their qualifications are not adequate and fall short of the city’s own requirements listed in the job notice.  The majority of the new crane inspectors have little or no specific experience working with cranes.

A spokesman from the Department of Buildings said the city has the toughest crane regulations in the country, which have been made even tougher by new laws mandating training for tower crane workers.
